21CSI Names William V. Parker Vice President for International Affairs

21st Century Systems, Inc. (21CSI) announced today that William V. Parker has been named vice president for international affairs. In this role, Mr. Parker will lead the expansion of 21CSI's overseas business, focusing initially on 21CSI's decision support software systems.
Mr. Parker has more than 30 years of management and executive leadership experience in the government, having worked in over 50 countries as a U.S. Department of State senior foreign service officer with the rank of minister-counselor. Most recently he has been a consultant to businesses seeking to expand overseas markets, leveraging his government experience to build partnerships with public and private organizations to augment traditional U.S. government intelligence and foreign affairs organizations and steer projects through to successful completion. He also holds positions with Johns Hopkins University Applied Physics Lab, as an adjunct fellow for national security analysis, and with the Space Foundation, where he is special advisor for international affairs.
Although most of his government career was in State Department posts, Mr. Parker’s capstone assignment was with the U.S. Strategic Command (USSTRATCOM), where he served as the senior executive service foreign policy advisor from 2004 to 2007. At USSTRATCOM, he assisted in the design and re-structuring of the Joint Information Operations Warfare Command, and oversaw military-to-military engagements with a variety of countries.
From 1999 to 2004, Mr. Parker served as the director for global strategic communications with the Department of State Bureau of Information Programs, where he initiated the interagency strategic communications fusion team and established the State Department’s framework for review and coordination of interagency strategic communications policy.
