21CSI Names Charles L. Hopkins III Vice President, Global Services Group

21st Century Systems, Inc. (21CSI) announced today that Charles L. Hopkins III has been named vice president in the newly launched Global Services Group (GSG). The GSG is 21CSI’s newest venture and will supply new and existing clients with subject matter experts in a variety of program management and acquisition support roles.
In his new position as a member of the GSG executive team, Mr. Hopkins will focus on developing the initial service offerings and recruiting the management team and workforce for the federal sector. He will work directly with the GSG senior vice president, Mr. James Ballard, to build the Global Services Group. Initially, the GSG will provide program management and acquisition support services; technical, design and engineering subject matter experts; and financial management expertise to the U.S. Department of Defense, Department of Homeland Security, and federal civilian agencies.
Mr. Hopkins has over 10 years of executive experience in the government and commercial sectors. Most recently, he served as the assistant secretary for operations, security, and preparedness with the Department of Veterans Affairs (VA), where he was responsible for ensuring the VA’s ability to perform its mission-essential functions under all circumstances.
Prior to his service at the VA, Mr. Hopkins was the Federal Emergency Management Association’s (FEMA) director for the Office of National Security Coordination, which provided department and agency leadership for the Federal Executive Branch Continuity of Operations (COOP), Continuity of Government (COG), and Contingency Programs. Working closely with the White House and DHS, he developed guidance and established common standards for agencies to use in developing viable, executable COOP and COG plans; facilitated interagencycoordination; and oversaw and assessed the status of COOP and COG capabilities for the entire federal executive branch.
Mr. Hopkins previously served in a number of leadership roles including director of Emergency Programs and chief of staff to the assistant secretary for management/CFO in the Department of the Treasury. He was responsible for the day-to-day operations and for directing the implementation of the assistant secretary's priorities and policies.
