James C. Ballard Named Senior VP & Chief, Global Services Group
OMAHA, Neb., April 13, 2009 — 21st Century Systems, Inc. (21CSI) announced today that James C. Ballard has been named senior vice president and chief of its newly launched Global Services Group (GSG). As the head of GSG, Mr. Ballard will lead the 21CSI’s newest business venture to provide new and existing clients with subject matter experts and professional services in disciplines such as acquisition and program management, financial management, and engineering and technical support.
Mr. Ballard has more than 35 years of management and leadership experience in the government services market. As a highly sought-after senior consultant, Mr. Ballard has leveraged his decades of experience in the federal space to provide high-level counsel to a number of growing organizations, including several top government technology firms and federal government agencies. Most recently he partnered with several private equity firms to identify and evaluate potential Merger & Acquisition (M&A) candidates. He serves on advisory boards and Boards of Directors of several companies, where he helps develop tactical and strategic strategies for continued growth.
From 2002 to 2007 Mr. Ballard served initially as Chief Operating Officer and subsequently as President of Perot Systems Government Services (PSGS), a division of Perot Systems Corporation (NYSE: PER). During his tenure, PSGS grew from $60 million to $650 million in annual revenues, completed three acquisitions, and won more than $2.5 billion in new business.
Prior to his leadership of Perot Systems, Mr. Ballard was Chief Operating Officer of ADI Technology, Inc. which was purchased by Perot Systems in 2002 to be their platformcompany for their government services division. Before entering the business sector, Mr. Ballard served in many key leadership positions during his 24-year career in the United States Navy, retiring at the rank of Captain.
He received a Bachelor of Science in mechanical engineering from Rensselaer Polytechnic Institute and a Master of Science in mechanical engineering from the Naval Postgraduate School. Mr. Ballard also completed Executive Development Programs at the Kellogg School of Business at Northwestern University and the Harvard Business School.
