21CSI Names Scott E. Jacobs Senior Vice President and Chief, Federal Systems Group

21CSI announced today that Scott E. Jacobs has been named Senior Vice President and Chief of its Federal Systems Group. Mr. Jacobs joins 21CSI with more than 27 years of management and leadership experience at the U.S. Department of Defense and Naval Criminal Investigative Service (NCIS). As the head of 21CSI's Federal Systems Group, Mr. Jacobs will lead the development, production, and service support of three separate divisions: WEDJAT (Advanced Security and Surveillance), KOIOS (Intelligence and Information Systems), and FINTAN (Tactical Situational Awareness Systems).

For the past three years, Mr. Jacobs served as an Executive Assistant Director in charge of the Combating Terrorism Directorate, Naval Criminal Investigative Service (NCIS). At NCIS, Mr. Jacobs supervised a staff of 450 government and contractor personnel and a budget of approximately $150 million. He oversaw all terrorism investigations and operations impacting Navy and Marine Corps personnel and assets worldwide. Among his many accomplishments at NCIS, Mr. Jacobs is credited with streamlining suspicious incident reporting processes and overhauling vulnerability assessments to better secure forces and critical infrastructure. He led efforts to create tools in order to quickly disseminate threat based information to domestic and foreign law enforcement partners and expanded NCIS’ overseas presence in support of the Navy’s maritime strategy. Mr. Jacobs, in partnership with the FBI, created the first multi agency maritime security training program for federal law enforcement personnel.

In 2008, Mr. Jacobs served as acting director of the U.S. Department of Defense Counterintelligence Field Activity (CIFA), overseeing a staff of 900. As the principal advisor to the Under Secretary of Defense for Intelligence, Mr. Jacobs managed CIFA's counterintelligence efforts in addition to directing the day-to-day operations, managing all personnel, resources, programs and activities. In recognition of his leadership and counter-terrorism experience, Mr. Jacobs was personally selected to direct CIFA's transfer and integration into the Defense Intelligence Agency (DIA) in the summer of 2008.

"It is an honor to be selected to lead the Federal Systems Group at 21CSI, a company that has an impressive track record for developing needed technology used for security, defense and counterterrorism applications," said Mr. Jacobs. "I will draw from my knowledge of the unique needs of the U.S. government to continue to expand this already rapidly growing company".

Prior to his service at the Washington HQ, Mr. Jacobs held the post of Special Agent in Charge at the NCIS Northwest Field Office in Silverdale, WA. As the most senior federal law enforcement officer in the Pacific Northwest, Mr. Jacobs is credited with developing the Law Enforcement Information Exchange (LInX), a data sharing system involving federal, state and local law enforcement agencies. The system has been successfully implemented in 9 metropolitan regions throughout the country to include Washington, D.C.

"I am pleased to welcome Scott to the 21CSI team. His breadth of experience as a senior law enforcement officer in the U.S. government affords him the knowledge and experience to lead the Federal Systems team at 21CSI. In addition, his vast network of contacts both domestically and internationally will serve to further extend 21CSI's reach to new arenas around the globe" remarked Jeffrey D. Hicks, chairman and CEO, 21CSI. "By leveraging his skills, honed at the top defense and investigative agencies, Scott will strengthen 21CSI's security and intelligence offering and help meet the needs and requirements of our growing client base".
