Contracts
21CSI has signed a number of major contracts with the Federal government. Our contracts include providing advanced force protection anti-terrorism technologies to the DoD and other military services.
All of 21st Century Systems, Inc.'s (21CSI) government contracts have been competitively awarded through the Small Business Innovative Research (SBIR) program in accordance with Federal regulations.1 The program requires competition at both Phase I and II, prior to funding Phase III.
The program directive explicitly states, "The competition for SBIR Phase I and Phase II awards satisfies any competition requirement of the Armed Services Procurement Act, the Federal Property and Administrative Services Act, and the Competition in Contracting Act. Therefore, an agency that wishes to fund an SBIR Phase III project is not required to conduct another competition in order to satisfy those statutory provisions."2
21CSI does not and has not spent federal funds to lobby the federal government. Like all defense contractors, we are audited both regularly and randomly by the Defense Contract Audit Agency (DCAA) to ensure that we are in compliance with the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR). The most recent audit was completed in September 2006. There were no discrepancies.
